This is Two Qiao Cosplay from Dynasty Warriors 4 Video Game, Da Qiao and Xiao Qiao, they use two fan as a weapon and later was replaced with an iron fan as improvement, as fans of the Dynasty Warriors game series I know how good they are when they are on the battlefield.
Hiko is the cosplayer behind Da Qiao Cosplay (literally: "Older Qiao") older sister from sibling Qiao (a red one), and another cosplayer playing as Xiao Qiao (mean "Younger Qiao") but unfortunately I do not know her name, after seeing both of them in this Da Qiao Cosplay picture makes me want to play Dynasty Warriors Game again.
